4. Open the Community Development Block Grant (CDBG) Projects Hearings

a. The proposed application to the Community Development Finance Authority for up to $500,000 in CDBG-CV Public Services Grant funds. The funds will allow Community Action Partners of Strafford County and Strafford County to cover essential personnel and operating expenses at two homeless shelters, Home for Now in Rochester and the Willand Warming Center in Somersworth, between February 1, 2026, and June 30, 2026.
b. Review and adopt the two project-specific Strafford County Residential Anti-Displacement and Relocation Plans for the two homeless shelters.

5. Open Hearing and Solicit Public Comments or Questions on:
a. Ask for Comment on the Proposed Grant Application
b. Ask for Comment Regarding the Project-Specific Residential Anti-Displacement Plans
6. Close Public Hearing
7. Vote on:

a. Authorize Submission of the CDBG Grant Application
b. Authorize County Administrator to sign and submit the application and any related forms and documents, and upon approval of the CDBG application, authorize County Administrator to execute any documents which may be necessary to effectuate the CDBG contract, and any amendments thereto, including agreements with the Community Action Partnership of Strafford County as the subrecipient and Strafford Regional Planning Commission as the grant-writer and grant administrator.
c. Adopt the 2025 Residential Anti-Displacement and Relocation Plans, which were prepared for each of the two shelters for the purpose of this application.
